With Reference to the letter from the Office of the Prime Minister, No. (2623200/3011) dated August 26,
2026 as attached and forwarded to all parties concerned by the state agent office (ISMTCO).

This is to inform that a directive is issued by ISMTCO (state agents ) that prohibits the transfer of title of
goods (change in consignee name ) once the import cargo manifest is filed with Iraq’s gateway customs
portals .Any change in consignee / transfer of ownership is strictly prohibited until the original manifested
consignee completes the customs clearance process and takes delivery of the container /goods and the
shipment exits the port /customs custody.

The implementation is effective 14th of September 2026.

We urge all POL offices and interest parties to submit the final cargo manifest at least 72 hours prior to
vessel arrival and 48 hours for cargo that’s in short transit (cargo originating within Upper Gulf Ports ).
