Further to our previous advisory on the new regulatory requirement for advance cargo manifest details to be submitted through the Maritime Preload Cargo Information (MPCI) portal, please be informed that the Entry Summary Declaration (Advance Manifest Filling Charge) – ENS surcharge will apply to UAE-bound shipments based on the following effective dates:

• All POLs, excluding China : ATD POL on or after 15 September 2026

• China : ATD POL on or after 27 September 2026

The Advance Manifest Filing Charge will be payable at POL and will apply to imports into the UAE, transshipments via UAE ports, and shipments in transit (FROB).
